After Disaster Proposal "Noel Storm Emergency"

Problem:

The rain and flooding produced by Tropical Storm “Noel” left most part of the Dominican Republic in state of emergency. The last official report given by our Government says that 85 people have died and 48 are missing, 17,885 houses have been damaged and 71,540 people were evacuated from the area were they lived. More than 26,000 people are in official shelters and approximately 137 communities are without communication.

      

Project Proposal:

To create a Disaster Response housing project as an answer to the damage caused by the Tropical Storm Noel, providing Housing Solutions to at least 200 of the affected families, being sensible to their social economic characteristics.

Objective:

To facilitate housing solutions to families affected by Tropical Storm Noel, offering them a basic unit as a quick response to their emergency situation, with an architectural design prepared to easily grow and be improved in future stages, and minimizing their vulnerability through the use of durable construction materials.

Project Description:

The development of a special Disaster Response project that will provide a minimum of 200 basic housing units, distributed in at least three areas of the country that were affected by Tropical Strom Noel, destined to families whose houses suffered damages.

The families will be classified in to 3 groups, based upon a socio-economic evaluation, with the purpose of establishing what responsibility would be required to them in order to acquire their housing unit. The different acquisition plans are the following:

  • Traditional Revolving Fund with special and flexible financial terms.

  • Subsidy in the range of 30% up to 70%

  • 100% Subsidy

Description of Progressive Housing Solutions:

First Phase:

Basic Unit: 17.5 M2. Cost Per Unit: US $2,500.00

The housing solution provided as an immediate response to this emergency consists on a basic unit with two dormitories, built with cemet block walls and a concrete roof, which will allow the family to have a secure shelter in a first stage, and to continue to add more rooms and improve their living conditions in future stages.

Second Phase:

Basic Unit with a bathroom. Area: 21 M2

A bathroom can be added to the basic unit.

Additional cost: US $1,000.00

Third Phase:

Social Areas. Total area of the House: 42 M2.

The basic unit can be transformed into a complete house, by adding a 21M2 portion for the social areas.

Additional Cost: US $3,500
